Construction Bureau: Five Measures Formulated for Promoting Key Projects

  By taking the activity “creation of innovation and excellence and improvement of quality and efficiency” as a good opportunity, the Municipal Construction Bureau probed into the new mechanism for construction of key project, and brought forth five measures, so as to ensure the rapid and smooth progress of key projects.

  The key projects undertaken by the Municipal Construction Bureau in this year include 10 construction projects (such as the extension of Bingwang Road and the extension of Chengbei Road) as well as 5 preparation projects (such as early-stage preparation for extension of Chengxin Avenue), and these projects involve the construction of municipal roads and renovation of urban infrastructures such as parking lot and underground pipeline.

  The Municipal Construction Bureau has taken the following five major measures, in the hope that breakthrough will be made in the construction of these key projects: To carefully design the work program, calculate the construction period for each project, formulate detailed plan and target, make sure that proper coordination will be made for all processes and ensure that no process will delay the next process; to set up the working team for each project, and clarify the responsibilities and the specific person who will undertake each responsibility; to set up the joint working system, strengthen the coordination with the relevant towns (sub-districts) and departments, and tackle various problems and difficulties; to set up the on-site routine meeting system, strengthen the site management, carry out inspection, measurement and acceptance on site, identify and settle various problems on site, and ensure the quality and progress of construction; to get all staff members involved, use the advanced experience of Hong Kong and Shenzhen for reference, integrate the technical force throughout the construction system, and probe into the centralized contracting system for construction of urban infrastructure. The preliminary program has been drafted recently.
