To further intensify the organization and work direction to the “To be Eminent and No.1” activity, the “To be Eminent and No.1” Activity Leadership Team of the Municipal Committee yesterday convened the first conference to learn about the progress of the activity so as to research and deploy the next-step work. Secretary of the Municipal Committee Huang Zhiping pointed out that we should take the “To be Eminent and No.1” activity as the everlasting power for boosting Yiwu City’s scientific development, as the constant guarantee for promoting harmony and creating peace, as the stable mechanism for serving the people, and as the unalterable requirements for intensifying the grassroots party construction. Meanwhile, the Standing Member of the Municipal Committee and Head of Organization Department Miao Yongfa and Standing Member of the Municipal Committee and Head of the Promotion Department Pan Wenfeng attended the conference.

　　All told, 2,228 grassroots party branches and nearly 49,000 CPC members partook in Yiwu City’s “To be Eminent and No.1” activity. Since the activity’s kickoff, the Municipal Committee attached much importance to the activity and specially convened the standing conference to research it. It also established the “To be Eminent and No.1” Activity Leadership Team of the Municipal Committee, enacted implementation plan, and made definite that “Commodities City Pioneer” served as the general carrier of the activity. At the meantime, the Municipal Committee fixed eyes on the goal’s requirements to fulfill a series of measures like trial “Public Recommendation and Direct Election” for party organization’s general election, “Six Questions and One Compulsory Examination” for CPC member’s organizational relationship transfer, and CPC member care and support etc. All townships, streets, and departments strictly abided by the Municipal Committee’s requirements to exquisitely organize and fulfill relevant work based upon actualities, and now, the work is going well.

　　Huang Zhiping noted at the conference that the “To be Eminent and No.1” activity should be a frequent work for intensifying the party’s grassroots organization construction, and it aims to inspire grassroots organizations and CPC members to root in their own positions and give full swing to their leading roles. As to Yiwu City, only when hovering around the Municipal Committee and Government’s central work and focusing on “Boost Scientific Development and Serve the People”, can the “To be Eminent and No.1” activity satisfy the Municipal Committee and the public. Presently, Yiwu City is right staying not only at the vital stage of strongly boosting two reforms and stably promoting “Four 10s” central work, but also in the crucial period of accelerating economic & social transformations and speeding up the cultivation of new economic growth points, thus all departments and units shall fix their eyes on such central mission and take account of their own important work to earnestly plan, organize, and boost the “To be Eminent and No.1” activity.

　　Huang accentuated that “To be Eminent and No.1” activity shall integrate with “Two Creations and Two Improvements” theme activity so as to boost one another and share fruits. Yiwu Government should uphold the “Place Priority on Quality and Fulfillment” principle to extensively develop the “To be Cadres of Double 10s” activity. It should also start from actualities to do well the categorized direction, integrate the party committee’s leadership with systematic direction, and organically combine the “Focus on Service” and “Focus on Party Construction”. Additionally, Yiwu Government should inspire grassroots level to make explorations and innovations, as well as to give priority to the organic combination between the superior’s requirements and Yiwu City’s effective and innovative doings like “Grid-oriented Management, Group-centric Services” and “Two Meeting Systems for City Community”.

　　At the conference, eight sub-system direction departments made work reports, such as the Party Working Committee for Offices Directly under the Municipal Government, the Municipal Committee United Front Work Department, the Education Bureau, the Civil Affairs Bureau, the Health Bureau, the State Assets Bureau, the Bureau of Justice, and the Municipal Committee Retired Cadres Bureau. The conference also discussed, examined, and approved the “Recommended Name List of “To be Eminent and No.1” Activity Leadership Team Office’s Members, Member Contact Points, and Direction & Examination Team Members” as well as relevant proposals like the Municipal Sub-system Direction Departments’ “Ten ones” work for boosting the “To be Eminent and No.1” activity.
