2010 is the last year for the implementation of China’s Eleventh Five-year Plan and also identified as the crucial year for the initial development of China’s Twelfth Five-year Plan. To promote the government’s different work in a down-to-earth manner, recently, Yiwu City convened the Municipal Government Work Report Meeting. At the meeting, relevant leaders heard the report in respect of government work in H1 and work arrangement in H2. Secretary of Yiwu Municipal Committee Huang Zhiping attended the meeting and said: “We should continue working together to overcome difficulties and resolve hard nuts so as to achieve new progress. We should have in-depth analysis to and duly promote our work. For the purpose of achieving long-term growth, we must consolidate our foundation, in a bid to promote the social and economic development’s favorable circulation”.

　　At the meeting, members of the municipal government’s leadership team respectively made analysis and report on their responsible work. Meanwhile, these reports were concise and explicit, high-efficiency and down-to-earth, and closely associated with the meeting theme. Members mainly analyzed their achievements, current trend, opportunities, and existing problems in work as of this year, and they also made definite the next-step work trend and pertinent measures.

　　Huang Zhiping commented on different work, and he said: “In face of the government work of extensive scope, high intensity, long time, and heavy mission, members of the municipal government’s leadership team can maintain excellent spiritual state and actively make preparations to overcome difficulties. After making definite responsibilities, they can swiftly fulfill relevant work, and their consciousness of overcoming hard nuts and struggling has been further enhanced. In the event of complicated issues, all members keep and strengthen the faith of development, divide work clearly, and proactively cooperate with one another, so that they build up a cohesive force to shatter difficulties. This work attitude is fabulous, and we should continue spreading it”.

　　At the present day, Yiwu City is right staying in the crucial phase of economic resurgence and transformation & upgrade, and it is also straining to cultivate 10 major development platforms and promote “Two Reforms”. Against that backdrop, Huang Zhiping put forward five points in respect of how to do well the government work:

　　He said: “‘In-depth Analysis and Timely Promotion’ was a must to resolve new problems under new situations, a must to fulfill Yiwu City’s ‘Development as the Key Work’ significant responsibility and glorious mission, a must to promote the reform, a must to maintain social stability, and a must to improve Yiwu City’s own quality. At present, all of us should project ways to achieve new breakthrough and new development in such work as Two Reforms, E-commerce, Yiwu Market’s Outbound Development, Industry Development, and Land Management. That requires us to liberate the mind, have in-depth analysis, and make plan in advance.”

　　“The government should firstly lay a solid foundation for its long-term growth”, Huang Zhiping was quoted as saying. He added: “Yiwu market is famed at home and abroad, which is the result of previous Yiwu governments’ unceasing endeavors. Today, we are standing at a high starting point. To achieve leap-forward growth, we should consolidate the foundation of our current work, only by which can we efficiently promote the favorable circulation between Yiwu City’s economic and social development, and can we achieve the ‘Long-term Growth’ goal”

　　How to do well and consolidate the work? Huang Zhiping underlined that “Two Creations and Two Improvements” theme activity was all leaders’ work responsibility and carrier, and it provided principals of all units and departments with work gist to make definite their work goal. “Two Creations and Two Improvements” theme activity’s constant and further promotion is conditional on all leaders’ strong support and unceasing endeavor. Huang said: “We should give priority to the construction of cadre’s team and promotion of work missions, as well as strictly manage the cadre’s team. In addition, members of the municipal government’s leadership team should play an exemplary role in Clean Governance”.

　　Regarding safe construction and safety production, Huang Zhiping noted that all leaders should assume responsibility in this regard, and they must undertake the consequence in the event of safety problems. Huang said: “all units and departments should endeavor to do well safety and stability work with a highly responsible attitude, and they should further improve their consciousness, make definite responsibilities, adopt forceful measures, fulfill relevant work, and put in place the accountability system.”
At the meeting, Mayor He Meihua mobilized all attendees and redeployed current work, and Director of the Standing Committee of Yiwu City People’s Congress Tong Xiangdi and Chairman of the People's Political Consultative Conference of Yiwu City Yang Linzhang respectively put forward specific opinions and suggestions. In addition, relevant municipal leaders made specific reports, such as Song Yinghao, Wang Qingchi, Guo Kai, Tang Feifan, Ji Jinfu, Wu Senmin, Fu Chunming, Wang Ying, Chen Xiaozhong, Ding Jinyue, Xiong Fangming, and Lu Lijun etc.
