Recently, after being approved by Yiwu Municipal Government, Bank of China, CITIC Bank, and Postal Savings Bank of China will become Yiwu City’s new agency banks in charge of non-tax income collection. It is learned that so far, the newly increased three banks have completed the access to the network system as well as relevant service training, and at that time, banking outlets for non-tax income collection will arrive at the number of 215.

　　The Yiwu Municipal Department of Finance, when boosting the “Two Creations and Two Improvements” event, further promoted the construction of the non-tax income collection banking system and scientifically consummated the collection banking outlet layout. Since 2009, the Municipal Department of Finance upheld the “Convenient, High-efficiency, Definite, Standard, Fair, and Public” principle to scientifically formulate the non-tax income collection bank’s access standard: bank whose service outlets are extensively distributed in cities and townships and should exceed the number of 15 in cities and townships, or bank that has settle in the administrative service center subject to the Municipal Government’s approval; bank that connects with the fiscal computer center through network and can make use of non-tax income collection management system; bank whose all outlets can transact non-tax income collection agency service. In 2009, 140 collection agency outlets were newly increased on the basis of original ICBC’s 21 collection agency outlets, and these outlets were established by ABC, CCB, Yiwu Rural Cooperative Bank, and Zhejiang Chouzhou Commercial Bank. That provided payers with high-quality, high-efficiency, and convenient services.

　　Yiwu City’s orderly and stable construction of the non-tax income collection banking system received full recognition from the Zhejiang Government’s Non-tax Income Management Regulation Lawmaking Survey Team of the Zhejiang Provincial People’s Congress. After completing the expansion of the non-tax income collection agency outlets, the Municipal Department of Finance will intensify the supervision and management to the collection agency banks, in order to make all collection agency banks form a positive competition while focusing on “Convenient, Quality, and High-efficiency” services, as well as to cultivate favorable non-tax income collection & payment environment.
