Choujiang Street, located in the southwest of the urban area of Yiwu, is to the north of Fotang Town, beholding Jiangdong Street over the river and contacting Yiting Town and Chengxi streets in the west and Choucheng, Beiyuan and Chengxi streets in the north, covering an area of 38km². Choujiang governs 3 districts, Jingfa, Jiangwan and Guantang; 7 communities, Jindu, Fenghuang, Xingye, Songmenli, Changde, Gaoxin and Yongxiang; 4 neighborhood committees, 33 administrative villages and 389 village groups, with a resident population of 48,989, a floating population of 168,665 and 896 registered overseas personnel. Agricultural acreage here reaches 16,322 mu (a Chinese unit of area).

　　1.    Key projects are being undertaken smoothly while industry and economy are developing steadily

　　In 2011, there were 38 key construction tasks, in which 12 were city-level key projects. At the end of the year, these 12 key projects, including the construction project of a logistics center and the CAPAC’s land expropriation and relocation, were basically accomplished. Due to the separation of Choujiang Street and the economic development zone in August, 4 of these project, namely, the power-supply project for the central business district and the construction project of eight buildings for headquarters economy, were incorporated into the jurisdiction of the economic. Among the 26 street-level construction projects, 21 were already fully accomplished. This year, the gross industrial output value reached 20.226 billion, an increase of 12.2% over the previous year; the sales value of industry gained 19.762 billion, which means an increase of 13.65% year on year; the export delivery value amounted to 3.734 billion, an increase of 2.652 billion over the previous year; the gross industrial output value of above-scale enterprises reached 11.859 billion, which increased by 19.8%; the industrial investment was 0.897 billion, the domestic investment received was 0.182 billion, and the total financial revenue was 0.716 billion, an increase of 0.85% over the previous year.

　　2.    Rural construction has been expanding and the appearance of the street-governed area was changing day after day

　　In 2011, 6 city-level practical projects aiming at residents’ livelihood have been successfully done and except Ke Village, the tap-water pipe network reconstruction for 8 villages( Xiahezhai, Xiayantang, He and Yuzhai etc.) had been fully completed and  the tap-water pipe network in these villages has been connected with the municipal tap-water network. The infrastructure reconstruction for Chengdian and Jinyuan had been accomplished, and the electrical circuits reconstruction project for 4,972 rural wood houses had been overfulfilled. Besides, 2,000 farmer houses in 13 settlement areas, including Longhui, Xinwu and Dongfan, had already been reconstructed. 5 villages, including Bei and Chengdian, have fully completed their reconstruction projects Among 18 villages for which the reconstruction is being undertaken, there are 6 villages, including Louxia, Liming and Dalujin, where the remaining reconstruction had been basically completed. The street government boosted the integration of the construction of 26 administrative villages in the development zone ,which belongs to the Stage 4 project. At the same time, Choujiang Street has positively planned the construction for larger communities and zones. Currently, the sewage pipe network for 23 administrative villages has been completed; the municipal tap-water network has been connected to 24 villages; the total green area has reached over 200,000 m²; 3,000 lights have been installed; 54 garbage-collecting houses have been built; 15 ecological public restrooms have been constructed, and over 30 pools have been renovated. Meanwhile, the street government laid emphasis on the construction of model villages, provincial central villages, to-be-renovated villages and beautiful villages. Among those, the central villages and to-be-renovated villages passed the provincial inspections. Besides, 3 villages met the standards for "Beautiful Village", 1 village was accepted as Jinhua's model village and another village, with efforts, was accepted as the municipal model village. Taking the standardization of enterprises' safe production as their base and the general inspection and renovation of the safe production as the core, the street government deeply promoted the special renovation and the creation of model villages and the model enterprises for safe production. 8 times of evaluation in total were organized for the responsibility system of safe production. 4 model enterprises for safe production were created, 16 enterprises were accepted and 2 model villages were built. In the second half of the year, the street government performed the graded supervision for production enterprises and 395 enterprises from 19 villages were reviewed. With the special work of "making environment beautiful", we invested 15,710 thousand yuan into the market operation of sweeping and cleaning and, after 812.7 thousand yuan was invested, the environmental sanitation within the street-governed area changed obviously.

　　3.    Social services were developing well and we helped lots of people to promote a harmonious society

　　In 2011, 433 families (1,350 people) with financial difficulties were given assurance funds and an assurance fund amounting to 1,250 thousand yuan was distributed to them; 10 families were given the temporary medical assistance, which amounted to 30 thousand yuan; 63 families were given medical assistance, an amount of 180 thousand yuan; 71 families were given the education assistance, an amount of 300 thousand yuan; 55 families who were in various straitened circumstances were helped and consoled and the fund used for consoling amounted to 550 thousand yuan; 343 handicapped people were given assistance, which involves 600 thousand yuan. 93 motorcycles and 12 automobiles in total were granted to villages; 8,724 persons were directly granted home appliances allowances; and the total amount reached 2,910 thousand yuan. 372 cases of labor complaints were accepted in 2011, among which, 361 were mediated outside the court, making the success rate of mediation reach 97.06%. With the goal of "keeping a low birth rate, improving the population quality and optimizing the population structure", the street government strengthened the foundation work and improved its services. From January to December, 581 babies were born, and 92.25% of them were incorporated into the family planning; the sex ratio of these babies was 100:128.74; 4745.3 thousand yuan was collected to feed these babies, a collection rate of 75.73%.

　　4.    Many measures were undertaken to promote the comprehensive management and the security environment was obviously improved

　　In 2011, the street government vigorously promoted the full responsibility system for comprehensive management, complaints control and steadiness maintenance and implemented the responsibility system for comprehensive management rank by rank. 149 responsibility documents for comprehensive management were signed; 26 times of general inspection and neutralization were performed and 461 disputes happened, in which 450 were investigated and handled with a success rate of 97.6%. 1,736 criminal cases in total occurred in the street-governed area, which means an increase of 20.1% over the previous year; 386 cases in total were solved; 17 malignant cases under 7 classes happened, but 13 of them were solved, with a crime-solving rate of 76.5%.

　　5.    Spiritual civilization gained lots of success and the harmonic atmosphere became more and more thick

　　In 2011, by promoting the culture of square, community and enterprise, the Choujiang street government continually satisfied people's increasing requirements for culture, and created a culture atmosphere in favor of the healthy development of Choujiang's economy and society and gradually promoted the great development and prosperity of the culture within the street-governed area. With the help of propaganda and education policies in aspects like law popularization, religion, united front work and family planning, we also held lots of cultural and entertaining activities for people, such as singing, dancing, ballad, xiaopin (a short, simple Chinese artistic creation), handwriting and physical competition, making the government more close to people. The number of books for farmer rural families reached over 18,000. More than 30 backbone teams of various types of arts and sports were established, involving body mechanics, waist drum and dragon and phoenix light. With these brilliant and wonderful cultural and entertaining activities, a loose, free and peaceful culture environment was created, providing us with good intellectual impetus and a harmonious working environment, which has promoted the general work of the street and the good and rapid development of the street's economy and society.
