  Which group can be classified as the poorly employed people?

  Answer: The people in their 40 or 50s among the unemployed group in the urban area, the labor forces in the “zero employed” urban families, the rural or urban families living on subsistence allowances and low-income families, the long-term unemployed, the people having to support their family members with serious diseases, the retired servicemen in the rural areas and the farmers in their 40s or 50s whose land has been acquired by the government.

  Which group of people can get the social security allowances for flexible employment?

Answer: In accordance with the Yiwu Municipal Government Guidelines on Improving the Long-term Effective Mechanism to Promote Employment [Yiwu Government Document (2009)121], the applicant can enjoy the allowances when they meet all the following requirements: 1. They must be the poorly employed people; 2. They must submit the job application to the community or village administration and get self-employed or have their job in a flexible way; 3. Their monthly income falls within the minimum salary (980 Yuan a month); and 4. They must pay for the basic pension insurance and medical insurance. If they meet all the above requirements, the applicants should take the household registration books to apply for the allowances in June or November to the community or village administration, complete the confirmation letter of poorly employed people (for one time only), and the application form for the allowances for the poorly employed people.
