今天（12月30日），我市举行优化国际化营商环境涉外服务十项举措新闻发布会，通报义乌市国际化营商环境涉外服务工作情况，发布十项举措内容，并回答媒体记者提问。市委常委、副市长、市委外事工作委员会委员王炜出席并介绍有关情况。

据介绍，义乌是一座融入全球的商贸城市，与世界232个国家和地区有着贸易往来，市场外向度超过65%。在各类经营主体共同努力下，2022年义乌贸易进出口成绩喜人，出口首破4000亿元人民币大关，在全国、浙江省的占比均持续提升，进口则实现翻番倍增。义乌市场吸引世界各地采购商，他们在义乌工作生活，演绎“万国创富潮”生动故事，成为义乌同世界联通的桥梁纽带，也是义乌市场繁荣的推动者和受益者。随着疫情防控政策持续优化调整，义乌常住外国人已重回1万名的高位，数量还在不断攀升。

为打造宜居宜业之城，义乌市委市政府对标省委提出的营商环境优化提升“一号改革工程”，持续致力于优化营商环境，在打造国内国际双循环战略节点过程中，以国际一流营商环境样板城市为目标，以国际综合服务体系建设为牵引，开展多维度、深层次、宽领域探索实践，不断提升城市国际化涉外服务。日前，市委外事工作委员会举行全体会议，审议通过《义乌市优化国际化营商环境涉外服务十项举措》，于2023新年伊始开始实施。举措内容包括工作居留便利、外商生产经营、涉外法律服务、国际融合社区、涉外医疗就诊、国际青年创业、信息发布共享、人文氛围营造、政策咨询和政务出海、外国人落地荣誉感等十个方面，具有聚焦高频需求、丰富服务平台、彰显国际融合等特点。

发布会现场，新闻媒体记者就举措内容、在义外商如何获取快捷的政务服务等有关问题进行了提问，外事办、行政服务中心等相关负责人作出详细解答。

为增强开放型城市服务功能，深化涉外服务综合改革，持续优化涉外营商环境，特制定《义乌市优化国际化营商环境涉外服务十项举措》。

In order to give full play to the service function of an open city, deepen the comprehensive reform of foreign-related services, and continue to improve the foreign-related business environment, Yiwu has formulated the "Ten Initiatives for Foreign-related Services Taken by Yiwu to Optimize the International Business Environment".

01.扩大在义外国人工作居留便利

Expand the convenience of work and residence for foreigners in Yiwu

为符合条件的外国人签发两年至五年的居留许可。实施投资类外国人注册企业、工作、居留“一件事”办理。Grant2-5 years work permits for qualified applicants.

Implementthe "One Stop" service for foreign investors to get registered, work and live in Yiwu.

02.强化政策咨询和政务出海

Strengthen policy consultation and government services going overseas

打造自贸区涉外全周期政策服务平台，为在义投资的外国企业和个人提供优质政策咨询。

建设线上线下海外服务驿站，为境外采购商、海外华侨提供“无差别”政务服务。

Build a full-cycle foreign-related policy service platform in the free trade zone to provide quality policy consultation for foreign enterprises and individuals investing in Yiwu.

Build online and offline overseas service stationsand provide "undifferentiated" government services for overseas buyers and overseas Chinese.

03.便利在义外商生产经营

Facilitate foreign business in Yiwu

持续推进“外籍商友卡”赋能，拓展金融服务、国际贸易、生活便利等应用场景。培育发展涉外法务、关务、税务、认证、咨询等服务机构，鼓励外商参与国际化合规经营体系建设。Continue to empower Foreign Merchant Card, making it applicable in financial services, international trade, living convenience and other application scenarios.

Foreign-related legal, customs, tax, certification and consulting services firms shall be developed and foreign businessmen will be encouraged to join international compliance system building.

04.增强涉外法律服务效能

Enhance foreign-related legal services

举办“外国人学习大讲堂”，开展外国人交通法规、禁毒等主题普法宣讲。运用“浙里市场义码治理”在线调解国际商事纠纷。通过贸促会国际商事法律服务中心，提供国际商事纠纷“诉仲调”一站式解决服务。Hold Foreigners Study Workshops to share legal knowledge covering traffic rules and drug-fighting topics with foreign friends in Yiwu.

Mediate international commercial disputes online by using "Zheli Market Governance Code". The International Commercial Law Service Center, affiliated with the Council for the Promotion of International Trade will be responsible for providing one-stop service for the resolution of international commercial disputes.

05.培育发展国际融合社区

Build more international integration communities

建设线上线下移民事务服务中心及站点，在外国人居住较多的鸡鸣山、金城等社区开设汉语教学、文化体验课程，促进在义外国人融入社会。开展外国人爱心捐赠、无偿献血、文明城市建设等活动。Build online and offline immigration affairs service centers and sites, and offer Chinese language courses and cultural experience courses incommunities where foreigners populate relatively densely, such as Jimingshan and Jincheng communities, to help foreigners in Yiwu blend into society.

Carry out activities for foreigners such as caring donation, blood donation and model city campaign .

06.提高涉外医疗就诊便利

Improve the convenience of foreign-related medical services

完善中英文诊疗服务，向外国人提供中医诊疗体验。做好外国人公共卫生服务，提高重点医院涉外医疗服务水平。Strengthen medical services both in Chinese and English and provide traditional Chinese medical treatment for foreigners.

Improve public health services for foreigners and upgrade foreign-related medical services in key hospitals.

07.支持国际青年创业创新

Support entrepreneurship and innovation among international youths

实施“义路同行—全球青年创业培训”。依托国际创客园扶持孵化国际创客，培育国际直播电商人才。

完善外国留学毕业生来义就业创业落地服务，打造青年社区国际人才服务站。

Carry out “Run with Yiwu - Global Youth Business Program”. Utilize the International Maker Park to nurture and train international makers and talents  specializing in e-commerce live streaming.

Improvethe service for foreign graduates coming to Yiwu for employment and business start-up, and set up international talent service stations in youth communities.

08.加大涉外信息发布共享

Release and share more foreign-related information

通过“外事会客厅”等平台，针对经济社会发展热点举办外国人形势吹风交流会。运行24小时中英双语服务热线。完善市政府门户网站英文综合服务资讯页面，及时发布涉外资讯信息。Briefings for foreigners on hot spots in economic and social development will be held through platforms such as the “Yiwu FAO Parlor”, an integrated platform to share information with foreigners in Yiwu. Runa 24-hour bilingual hotline both in Chinese and English.Improve the English comprehensive service information page of the municipal government’s portal website, and timely release foreign-related information.

09.营造多元友善人文氛围

Create a diverse and friendly social and cultural environment

举办“iYiwu义家人”外国人体验美丽乡村、特色民俗等活动，依托“FLY助农消费国际推广友好使者”和“共同富裕国际传播基地”开展系列助农帮扶。举办中外商人运动会、足球联赛、国际美食推广等涉外文体旅活动。

Activities branding “i Yiwu·We Are Family” will be held, such as inviting foreigners to experience beautiful countryside and distinctive folk customs. Series of activities supporting farmers will be carried out relying on “FLY Friendly Envoy for International Promotion of Agricultural Consumption” and “Common Prosperity International Communication Base”.

Hold Games among foreign business people, football league, international food promotion and other foreign cultural, sports and tourism activities.

10.增添外国人落地发展荣誉感

Increase foreigners’sense of honor

推荐为义乌经济社会发展作出突出贡献的外国人参与奖励表彰，积极宣传在义外国人友好佳话。通过“我在义乌的中国梦”融媒系列传播项目，讲好在义外国人创业发展、融入社会故事。

Recommend foreigners who have made outstanding contributions to the economicand social development of Yiwu for awards and commendations, and actively publicize the stories of foreigners in Yiwu.

Leverage series of converging media program, “My Chinese Dream in Yiwu”,to tell foreigners’ entrepreneurial stories and how they live ahappy life in Yiwu.
