The construction of the pilot free trade zone is a major strategic move taken by the Party Central Committee with Comrade Xi Jinping as the core in comprehensively deepening reform and opening wider to the outside world under the new situation. It is an important task entrusted to Yiwu by the Party Central Committee, the State Council, the Provincial Party Committee and the Provincial Government to expand the scope of Zhejiang Pilot Free Trade Zone, and it is also a new opportunity for Yiwu to further promote the "One-two-three Development Strategy".
The scope of implementation is 26.2 square kilometers, including Trade Mart block (3.1 square kilometers) and Land Port block (23.1 square kilometers).
The Trade Mart block is an export functional zone, mainly relying on Yiwu International Trade Mart, Financial Business District, Silk Road New Area, etc., focusing on the innovation of small commodity export trade, and vigorously developing digital trade, international commerce, trade finance, international investment cooperation, cross-border e-commerce and other industries.
The Land Port block is a functional zone of import re-export and scientific and technological innovation. Relying on the open platforms such as Yiwu Comprehensive Bonded Zone, railway port, air port and International Mail Exchange Office, this block focuses on the re-export trade of imported small commodities and the Yiwu-Xinjiang-Europe trains and vigorously develops industries such as exhibition and trade platform of imported consumer goods, modern logistics and digital trade.
According to the overall layout of "1 + 2 + 5", the construction of Yiwu Pilot Free Trade Zone is accelerated.
"1" means "one capital": it is the core task to build the world's "Capital of Small Commodities"; "2" refers to "two models": to build an international first-class business environment model city and an international model city characterized by the world's "Capital of Small Commodities"; and "5" refers to "five major functional orientations".
One port, one place, one platform and two centers will be constructed. "One port" is an inland international logistics hub port with global attraction. "One place" refers to the manufacturing innovation demonstration site, establishing the docking mechanism between the enterprises in the region and the global cutting-edge enterprises and creating new industrial clusters and the competitive advantages of industry chains. "One platform" means the important open cooperation platform of the Belt and Road. The "two centers" are the International Free Trade Center of Small Commodities and the Digital Trade Innovation Center respectively. We will explore new trade modes to adapt to the digital development of small commodity trade and form a trillion-level trade scale.
