Suxi Town is located in the northeast of Yiwu City, it is bordered by Zhuji City and Dongyang City in the east, Niansanli Street Office and Choucheng Street in the south, Houzhai Street in the west, Dachen Town in the north. Being the seat of district government before removing, expanding and combining, it covers an area of 109.1 square kilometers, and it has a permanent population of 67,000, and a foreign population of 75,000. It has 69 administrative villages. Suxi Town, 10 kilometers way from the city center, lies within 4 kilometers of the International Commercial Plaza. It is located on the main axis of Yiwu Urban Development, with the 37 provincial highways, Sunshine Avenue, Huancheng North Road etc. crisscrossing in it. The town is one of the one thousand powerful towns with comprehensive strength. It is also the national town with beautiful environment, the advanced unit of national mass sports, the central town of Zhejiang, the hygiene town of Zhejiang, Zhejiang's powerful town of sports, and Zhejiang's advanced town of the culture (of thousands of towns and villages).

　　Suxi belonged to the seven, eight, and ten cities of Longqi Village in the Ming Dynasty. Suxi Town was set up in the QianLong period, Qing Dynasty. It is an old town with rich resources, picturesque scenery, simple folkway, and a deep historical and cultural foundation. Our town develops the vast hinterland, and more than 20,000 mu cultivated land are basically the concentrated gentle hills; the town is rich in water resources, and has the Qiaoxi Reservoir which is the largest reservoir of the whole city's drinking water; ecotourism resources in Suxi are unique, for example，the Foyun Scenic Spot (in the northeast) is beautiful and delightful; Suxi has a long history and splendid culture. Yanwu’s (a dutiful son of ancient times) offsprings had been living in Yiwu since aincient times (this is also where the name ‘Yiwu’ comes from); the town, with a powerful developing foundation, is the leading area and the powerful industrial town of Yiwu since China implemented its reform and opening up policies.

　　Under the wise leadership of Yiwu Party Committee and Yiwu government, Suxi Town persists in deepening the theme activities of ‘innovation and excellence-creating ', and its economic development has achieved new results, it has made a refreshing change, its management level of social affairs has improved. Besides, the whole town's various economic and social undertakings have developed a lot.

　　1. We were thrilled by the success of industrial economy. The success can be summarized as the following characteristics. Firstly, the industrial economy grew faster than expected. According to several main economic indicators, in 2011, the whole town's gross industrial output value reached 11.249 billion yuan, with the amount rising by 23.92 percent; its sales output value reached 11.08 billion yuan, rising by 26.85 percent; the whole town's industry yielded 1.188 billion yuan in total profits, which has increased by 21.85 percent; it totally completed export delivery volume of 2.151 billion yuan, a rise of  62.1 percent; its fiscal and tax revenue reached 250 million yuan, up by 51.5 percent. Secondly, the key enterprises made an obvious promoting effect. The number of enterprises (with more than a hundred million yuan) increased from 6 to 9, the number of enterprises (with more than 50 million yuan) reached 17, increased by more than 50 percent on the same period of the previous year, Andelai, Luoshan, Star of the East are among them. The above-scale industrial enterprises  have completed the gross industrial output value of 3.337 billion yuan, up by 37.17 percent, which was more than 33 percent of the total value. Thirdly, the transformation and upgrading of industrial economy was accelerated. Two model key projects (Huading Chinlon's production project of 40,000 tons filaments and Intelai Photoelectricity's operation) have been complete and put into operation, which strengthened the further transformation and upgrade of our town's industrial enterprises. Fourthly, we have realized the leapfrog development to a higher level. Huading Chinlon was listed on the A-shares market successfully last May, while Bangjie Shares was listed on  the capital market successfully last December and became the first enterprise which was listed successfully in the small and medium-sized plates of Shenzhen Stock Exchange. The public listing of these two enterprises opened a new chapter in the town's industrial economy, especially the successful listing of Bangjie Shares (which was of far-reaching significance), which provided a representative and successful case for the increasing local enterprises (in Suxi Town)' expanding and strengthening.

　　2. Scale-agriculture made an initial progress. The foundation of agriculture has been further consolidated. We have completed the annual land-transfer of 765 mu, with the land-transfer rate of more than 80 percent, and we have also overfulfilled the cultivation by 900 mu. We have encouraged the grain production. We have built 5 new early-rice demonstration fields, 2 high-yield rice demonstration fields, and completed the construction of grain function areas such as Xufeng, Xinle etc. of 1,715 mu. We have developed the urban agriculture, and especially intensified the construction of modern forestry parks. The per-capita net income of farmers reached 11,713 yuan last year, with the amount rising by 10 percent, and the farmers' living standard increased.

　　3. Great progress has been made in people's livelihood and public sentiment. We have set up a number of key projects. We have completed the construction of 242 houses and auxiliary projects (which belonged to "down the hill and shake off poverty' Phase III), and we have delivered the houses to all the households successfully. New progress has been made in the work of resettlement. The 37 Provincial Highway's relocation of line has gone into operation in an all-round way, and the double- tracking project of 37 Provincial Highway has completed the task of land acquisition. The connection between Huancheng North Road and Sunshine Avenue has been completed. We have accomplished the reconstruction of 03 Provincial Highway, the 110KV transforming, expanding and constructing of Qiaoxi, the policies and treatment work for the construction of Suxi branch (of municipal sewage treatment Phase III) and supporting sewer net. The construction of various projects has been implemented in an all-round way. A lot of issues left over by history have been solved. We have totally set up the construction of six interruptive roads (which affected the traffic of the town people seriously)such as Zhenqian Street, Haopai Road, Longqi Road, People Road, Suhe Road, and Minsheng Road in the town, which has solved the people's problem of ‘hard traveling’; We have persisted the object of ‘doing practical work, and solving problems’ for the enterprises, therefore, the operation and production of the industrial enterprises (such as Tianbo, Weina, Haolin etc)'s issues left over by history have gotten new breakthroughs. The construction of infrastructure in the industrial zone has been improved increasingly, this has provided a good hardware environment for the enterprises' development; We have also solved the problem of the whole town's water supply, which is the issue left over from history. This has earnestly guaranteed the health and safety of people's drinking water.

　　4. The outlook of towns and villages improved continuously. We have broken through the bottleneck of the programme. In this way, the quality of the town has been promoted further. With regard to the delayed planning, the haphazard layout, the disordered construction etc., we have completed the argument of the general plan's revision scheme (2010-2020）of Suxi Town initially, on the basis of numerous discussions and adopting views of all parties widely. In the next decade, being positioned as the ‘Central Town of Zhejiang and Sub-center of Yiwu City’ with a population of 0.3 million, Suxi ,will strive to built a new livable town which has reasonable layout, supporting functions, comfortable environment, beautiful ecology. The pace of the construction of the new countryside has been accelerated continuously. Focusing on the construction of ‘Beautiful Village’, we have built 9 villages which have become the city's first batch of beautiful villages. We have increased the investment in the construction of rural infrastructure, intensified the comprehensive treatment of the rural environment. We have basically completed 6 projects (of drainage and sewage), and 6 Shantang reservoirs' danger removal and reinforcement. We have accomplished the reformation of 650 farmhouses, and we have built 450 new households. We have planned the reformation of 6 hollow villages such as Qingchun Village, Tanglijiang Village etc. And we have honored Longhua Village as the demonstration village of the new countryside's construction. At the same time, we have been exploring the new pattern of the new countryside's construction continuously. The construction of four standard factories in Yuebaitang Village has been started successfully. We have actively promote the preparations of Chezhan Village's fully high-level reformation, and the planning of site selection (of ‘go down the hill and shake off poverty’ Phase IV).

　　5. Social undertakings developed in an all-round way. Various social undertakings, such as creation and land management etc. have developed hand in hand. We have conscientiously carried out a special remediation work of sex ratio. In this way, the foundation of family planning has been further consolidated. The creation level has been above the average in the city, and the situation of lag and passiveness has been reversed. We have increased the creation investment, and improved infrastructure in many aspects; we have strengthened the construction of the creating troops (of three classes) including town, area and village. We have implemented the job immobilization of cleaning staff, and raised their salaries: We have strengthened the supervision, and have formulated 5 assessing systems (in succession) including Rural Environment and Sanitation Management System of Suxi Town. We have dispensed reward and punishment impartially. The land management has received obvious effects. We have hit all kinds of illegal behaviors of constructing with the relevant departments, and we have stopped the trend of illegal construction. Valuing the environmental protection, we have implemented Environmental Protection Law conscientiously, and dealt with the environmental pollution and its contradictions and disputes. We have intensified our efforts to safe production and the safety of food and medicine. No major production safety accidents or food and medicine safety accidents have occurred throughout the year, which has effectively protected the life and property safety of people. Undertakings of culture and education, hygiene, and civil affairs are fully developed. The level of quality education has further improved with the passing rate of college entrance exam remaining more than 90 percent. The records of high-school entrance examination have remained the first among the junior high-schools of the whole city's rural villages for the fourth year. We have newly built, renovated and expanded 9 rural community health service stations, and successfully held the Third Cultural Festival of Filial Piety. We have seriously made a good job in the construction of militia and reserves, and successfully completed the recruitment ask of 28 militias. We have completed the construction of convenience service stations (at village-level) of 59 villages. We have delivered guaranteeing payment and payment without guaranteeing of more than 0.72 million yuan. We have taken the activity of ‘party members connect thousands of households’ to be the main carrier, and have actively mobilized individuals and groups to participate in the activity of helping those people with troubles. We have organized personnel to pay sympathy visits to 178 households with troubles throughout the year, the amount of subsidy has reached 0.15 million yuan. The disadvantaged groups have gotten a real love, while the life of the masses has received a better guarantee. Social stability has been maintained effectively. We have continuously persisted in the package case system of key cases (for complaint letters and visits)'s members and the system of NPC (National People's Congress) members and party representatives' participating in the reception day of complaint letters and visits. The situation of complaint letters and visits has been improved further. Suxi Town has become the only town with "no complaint letters and visits' among all the 13 towns. We have given full play to the role of governance and adjusted organizations and guards (at village-level).We have strengthened the nighttime inspections and service management of foreign population. The number of criminal cases occurring throughout the year has decreased evidently. With the law and order in good condition, the masses' sense of security has improved obviously.
