Dachen Town, known as the land of shirt, is located at the northern entrance of Yiwu City, bordering on Zhuji and Pujiang, 12 kilometers away from Yiwu Airport It also enjoys a convenient transportation with Zhejiang-Jiangxi railway line and 03 provincial highway passing through the whole town. Dachen Town has a total area of 136 square kilometers, governing 48 administrative villages and 1 residential district. Among its 91,000 populations, 39,000 are permanent residents, while 52,000 are temporary residents. It has been successively awarded the honorary titles of  “Land of Shirt”, “National Environmentally Beautiful Town”, “Experimental Town for National Small Town Construction”, “Demonstration Plot of National Township Enterprises”, “Experimental Town for Overall Reform of Zhejiang Province”, “Top 100 Town of Zhejiang”, “Outstanding Town of Zhejiang on Education”, “Eco-town of Zhejiang”, “Civilized Town of Zhejiang”, “National Health Town”. 

　In 2011, the net per capita income of farmers reached 10, 261 yuan, an increase of 15.47% year on year. The town realized the annual gross industrial output value of 6,150 million yuan, which increased by 17.23%. Sales value of industry gained 15,15% year on year, reaching 6,048 million yuan.  Export delivery value amounted to 2,111 million yuan, increasing 14.30% than the previous year, of which the above-scale enterprises’ value of industrial output and sales value of industry reach 2,703 million yuan and 2, 682 million yuan respectively, which meant a 18.5% increase and a 17.66% increase.

　　Focusing on optimizing structure to promote transformation. Dacheng Town is devoting itself to actively developing modern agriculture through bringing in new breeds of Hami melon, Japanese watermelon.  Another nuisanceless agricultural product base has already been established. Strongly support for technological transformation of enterprises; in 2011, 12 new technological upgrading projects have been put into operation with a total investment of 150 million yuan. 23 backward shirt production lines have been eliminated. Energetically develop tourism projects; Baduxi Agricola Program has been launched while the detailed planning of Jiudu Scenic Spot has got through the demonstration. Meanwhile, a special fund of 35, 000,000 yuan for the construction of a high-quality regional area has been approved by the superior department.

   I. Strengthen overall planning to promote coordination. Promote new town & countryside construction as a whole. 6,070,000 yuan have been invested in the implementation of auxiliary projects for surrounding roads of Dachen Junior Middle School; four bid sections of main sewer have passed acceptance; the bidding for the auxiliary project of rural networking highway has been completed. In addition, Dongtang Cinerary Hall, Dachen Central Kindergarten and Dachen Fire Station have been successfully established; Police Station Building and Broadcasting Building are in the design phase; new Dachen Health Center has been put into operation. With orderly implementation of these projects, we are speeding up the urban-rural integration process. Vigorously push forward “beautiful village” construction; in 2011, 10 villages were awarded the title of “Beautiful Village”. Infrastructure construction such as the connection project of 37 provincial highways & 03 provincial highway with Dachen Avenue has been accelerated.

　　 II. Put effort into expanding space and establishing platform. An overall planning for a new round of land use has been approved with expanding development & use of low mound & mild slope, clearing up idle land for construction and disposing converted but unsupplied land as well as promoting integrated platform use of land in countryside. Actively plan to make preliminary preparations for all projects in the way of “emptying cage for birds”, such as Zhalin Bamboo Chopsticks Factory.

     III. Benefiting people's livelihood to promote harmony.  Comprehensively implement social security. Insurance rate (including social endowment insurance for urban and rural residents, medical insurance) has reached more than 99%. Actively provide quality family planning services. For example, 371 gift packs have been sent to those prospective mothers. Seriously strengthen campus security. We’ve also passed the reevaluation for the title of National Health Town. Intensify the management for hygiene standards of the service industry. We’ve completed the rectification work of the “ten small industries”. Take strong measures to solve 10 issues related to people’s livelihood. We’ve already built or expanded 14 village-level health service stations. Creatively implement the wage payment guarantee system for enterprises operating at the rented sites. We’ve assist with 193 enterprises in the whole year, the amount involved adding up to 42,424,500 yuan.

　   2012 is an important year for the implementation of the 12th Five-year Plan. It is also an important year for us to accelerate the economic and social development of Dachen Town.  Our further promotion of comprehensive reform of international trade in our city provides an opportunity as well as space for the development of our town.
