People’s Governments of Towns, Sub-district Offices, and Departments of the Municipal Government, In order to better serve the city’s construction of “Two Models” and accelerate the introduction and gathering of talents, in accordance with the gist of the Notice of the Jinhua Municipal Committee of the CPC and the People’s Government of Jinhua City on Issuing the Twenty Suggestions on the “ShuanglongTalent Introduction” New Policy of Jinhua(JWF [2020] No. 6), the following six suggestions are hereby put forward to further strengthen the introduction of skilled talents and college and university graduates: I. Providing subsidies for transportation, accommodation, and training.Fresh college and university graduates invited to Yiwu may enjoy free meals and accommodation for seven days and one free training for employment and entrepreneurship. Transportation subsidy shall be given according to the second-class ticket price standard of high-speed train to Yiwu. II. Providing living subsidies.For newly-introduced college and university graduates who graduated within 3 years, living subsidies of RMB 400, 800, 1,500, and 2,000 shall be given according to junior college diploma, Bachelor’s degree, master’s degree, and doctor’s degree respectively on a monthly basis, and the subsidy period shall not exceed 36 months at most. For students of full-time ordinary colleges and universities who have practiced in the practice bases for college students in Yiwu for more than one month, the living subsidies shall be given according to the standards above, and the accumulative granting period shall not exceed 3 months. III. Supporting talents to come to Yiwu for project matchmaking.Talents with a doctor’s degree and above who are invited to Yiwu to participate in the matchmaking activities of various entrepreneurship, innovation, and talent projects shall be given living subsidies in compliance with the following standards: RMB 2,000 for those within the country (territory), RMB 3,000 for those from Hong Kong, Macao, and Taiwan, RMB 4,000 for those from Asian countries, and RMB 5,000 for those from European, American, and other countries. IV. Giving play to the leading role of talent cultivation platforms.A newly-established national postdoctoral scientific research workstation shall be given a one-time establishment subsidy of RMB 1 million. A newly-established provincial postdoctoral scientific research workstation shall be given an establishment subsidy according to the number of post-doctors recruited (RMB 100 thousand for each), with the highest amount not more than RMB 500 thousand. A daily expense subsidy of RMB 120 thousand/person/year shall be given for each post-doctor recruited by the postdoctoral scientific research workstation. Based on the assessment, the excellent leader or the qualified leader of a skilled master studio shall be given an annual subsidy of RMB 20 thousand or RMB 10 thousand respectively. V. Supporting school-enterprise cooperation.Enterprises are supported to carry out cooperation with colleges in the forms of “order class” and “titled class”. Such an enterprise may enjoy a subsidy at 50% of the cooperation fee of the contract signed and paid by the enterprise to the college. VI. Building and expanding an introduction network.“Talent work bases” and “labor cooperation bases” shall be set up in higher education institutions and regions rich in talent resources, and certain rewards shall be given each year based on the effect of talent introduction activities and work results. For senior worker classes and preparatory technician classes in mechanic colleges, the standards for junior college students and undergraduates of full-time ordinary universities shall prevail. These Suggestions shall come into force 30 days after the date of promulgation. In case of any inconsistency between any previous relevant provisions and the Suggestions, the latter shall prevail. Various talents introduced before the implementation of the Suggestions shall continue enjoying the rent subsidies for talents in accordance with the Notice of the Office of the People’s Government of Yiwu City on Issuing the Implementation Measures of Yiwu City for the Rent Subsidies for Talents (Trial)(YZBF [2018] No. 139). The Human Resources and Social Security Bureau of Yiwu shall be responsible for formulating detailed implementation rules of the Suggestions.
