People’s Governments of Towns, Sub-district Offices, and Departments of the Municipal Government,

In accordance with the gist of the Implementation Suggestions of the General Office of the People’s Government of Zhejiang Province on Boosting Consumption and Promoting Stable Economic Growth (ZZBF [2020] No. 12), the following suggestions are put forward to speed up the innovative development of live-stream e-commerce in Yiwu and advance the city’s construction of “Two Models”:

I. Cultivating multi-channel network service providers (MCN agencies). For each live streamer who achieves annual taxable sales of RMB 200 million, RMB 50 million, or RMB 10 million for Yiwu enterprises, the MCN agency that signs the streamer shall be rewarded with RMB 5 million, RMB 800 thousand, or RMB 100 thousand, respectively. The maximum reward for an agency shall be RMB 10 million a year.

An MCN agency whose comprehensive local contribution exceeds RMB 100 thousand shall be rewarded 90% of the comprehensive local contribution.

II. Accelerating the construction of live-stream e-commerce bases. A live-stream e-commerce base (non-industrial land) with a capacity building area more than 5,000 m2 and carrying out 6,000 times of live-stream sales a year, once accredited, shall be granted a one-time subsidy of 50% of its actual investment amount (excluding civil works), with a maximum of RMB 5 million.

III. Supporting live-stream sales of enterprises. An enterprise or individual business which sells products by means of self-live stream and realizes annual taxable sales exceeding RMB 5 million shall be rewarded with 1.5% of its sales, with a maximum of RMB 1 million a year.

IV. Strengthening talent guarantee for live-stream e-commerce. For a live streamer who has more than 1 million followers or help Yiwu enterprises sell more than RMB 10 million of products a year, a reward of 90% of his/her individual local contribution shall be given.

A MCN agency that pays an annual tax of more than RMB 1 million can recommend an exclusively-signed streamer with annual live-stream sales of more than RMB 20 million to enjoy such policies as overall arrangement of child’s school enrollment in urban area and a house-buying subsidy of RMB 400 thousand.

A one-time reward of RMB 100 thousand shall be given to any service agency that is authorized by a well-known live-stream platform and annually trains more than 1,000 live streamers of e-commerce offline.

V. Creating an atmosphere for industry development. The holding of live-stream e-commerce forums, competitions, and other activities shall be encouraged, and once accredited, the organizer shall be granted a subsidy of 50% of its actual expenditure, with an amount no more than RMB 2 million at a time.

VI. Miscellaneous. The applicable objects of the Suggestions are enterprises, organizations, and individuals whose business registration places, taxation collection and management, and social security payment relations are within the actual administrative jurisdiction of Yiwu.

The Suggestions shall come into force on Jan. 1, 2021 for one-year trial implementation.
