City profile: Yiwu lies in the middle of Zhejiang Province and the middle of Jinqu Basin. The territory of Yiwu is 1,105 square km, which administers 8 towns and 5 neighborhoods.

I. The property and size of Yiwu

Property: Yiwu a modern city famous for its trade and commerce. Meanwhile, it is developing into an international center of commodities and a global city of trade and commerce.

II. City form and structure

In general, Yiwu will have the form of multiple clusters and axis

(1) Clusters

Yiwu will have the form of “1 city and multiple clusters”. “1 city” refers to the downtown of Yiwu and “multiple clusters” include the cluster composed of 5 neighborhoods of Choucheng, Beiyuan, Jiangdong, Choujiang and Houzhai and 5 clusters, namely, Yiwu downtown commercial area, Yiwu Development Zone, Beiyuan Industrial Park, Jiangdong science & cultural & residential Area, Houzhai industrial area and Futian commercial & trade & cultural & residential area.

(2) Expansion along the axis

Yiwu will be expanding along its grid and axis based on the expressway system of the City

It is planned that Yiwu, based on the express passages connecting Chengxi Road, Chouzhou Road, Chengnan Road and its major towns, will expand to Jinhua, Yongkang, Wuyi, Pujiang and its suburbs such as Dachen and Chi’an.

III. Planned residential land use

The long-term residential land use will be 22.10 million square meters, with the per capita land use area standing at 23.3 square meters.

The Yiwu River will be the axis along which the multiple forms of residences will be established. To be specific, the “residential communities, residential blocks and residential neighborhoods” will be formed. For the areas under construction and newly-built areas, the form of residential communities will be adopted. For the villages in the urban area and residential areas in the rusted towns, the form of residential blocks will be adopted. For the specialized commercial areas and markets, the form of neighborhoods will be adopted.

Layout of land use in the residential areas: Downtown section, Futian section, Beiyuan section, Houzhai section, Xialuo-zhai section, Jiangdong section and Xujiang section.

V. Upgrading the rusted section and protecting its heritage

(1) Upgrading the rusted section

Upgrading the 3 rusted sections (Canhou section, Ximen section and Houjiang section)

(2) Plan of upgrading the “villages in the city”

Under the master plan, the City will also make the detailed plan to renovate its “villages in the city”, which must be strictly executed.

(3) The original neighborhoods along the Ximen Street are planned to be retained and renovated into the pedestrian street while corresponding to the architecture style of the ancient Tower of Da’an Temple in the Citizen’s Square

V. Industrial land use plan

(1) Urban layout of industrial land use

Yiwu Development Zone in Zhejiang Province: the 20 million-square-meter land use layout plan will be made based on the industrial clusters.

Industrial spots: some pollution-friendly industrial spots without producing noises can be built in the residential areas

(2) The industrial land use in the urban area is planned to have 20.16 million square meters with the per capita land use is 21.2 square meters.

VI. Land use in downtown and for public facilities

1. Downtown: the old downtown (Citizens’ Square) that specializes in administration, culture, entertainment and traditional commerce, the Binwang center focusing on finance, office, IT and expo, and the Futian center specializing in business, commerce, culture and commerce. Besides, there are also the cluster centers such as Houzhai, Jiangdong and Xujiang. Zhezhong Construction Materials & Furniture Market, Zhezhong Timber Market and Production Materials Market.

The 12.133 million square meters of land use for public facilities (including the markets) is planned, with the per capita land use standing at 12.77 square meters.

In accordance with the service contents and different functions of the land use, the public facilities land use include the land use for the public undertakings (administration, culture, entertainment, sports, medical care, education and R&D), the land use for the business (commerce, finance, expo centers) and land use for the public welfare (social welfare facilities).

VII. Plan of transport facilities

(1) Outbound transport: Yiwu plans a backbone highway grid, or the express way system composed of 2 highways, 2 passages, 2 ring roads and a number of other roads with outbound connections. The 2 highways refer to the Hangzhou-Jinhua-Quzhou Highway and Jinhua-Ningbo Highway, which form the central backbone of the transport grid. The 2 passages refer to the passages running from the east to the west and from the south to the north respectively, to be specific, the Pujiang-Dacheng-Chi’an-Yongkang passage, and Jinhua-Shangxi-Ersanli-Dongyang passage. The two ring roads refer to the belt way and outer ring road that connects Suxi, Shangxi, Fotang, Ersanli and other sub-centers of the city with the suburban well-developed towns and sub-districts. The multiple other roads refer to the high-rate roads in the neighboring cities and counties connecting Yiwu and its neighboring regions.

(2) Urban road grid

Yiwu plans to build the urban road grid featured by clear structure, easy access, speed, multiple layers, determined functions and easy management.

 

The urban roads often have 4 rates. The express roads connecting the clusters and the main road are planned in such a layout described as “8 vertical lines, 8 roads connecting to Jinhua and 8 roads connecting with Ningbo” with the less important roads planned while basing on the existing roads. The outbound express highways or roads are mainly composed of the Outer Ring Road, Yijin express way, Chouzhou Road and city-to-airport road. The main road grid of Yiwu is composed by Jingfa Avenue, Chengzhong Road, Binwang Avenue, Chengxi Road and Jiangdong Road. The main roads are planned to be 40-80 meters wide while the lower level of roads will be 32-42 meters while the sub-roads are 18 to 28 meters wide.

(3) Urban squares

While designing the urban squares, their landscape function must be fully considered. The squares will be 520,000 square meter, with each Yiwu citizen having 0.4 square meters. They mainly include the Citizens’ Square, Binwang Plaza of Trade and Commerce, the Sports & Expo Square, Hi-tech Plaza, Development Square, Futian Central Square, Futian Central Square, Jiangdong Culture-Tourism Square and higher education square.

VIII. Green space plan and landscape plan

1. Green space structure

The plan is focused on the green space system by taking use of the natural landscapes in the city and the ecological protective forest belts in the suburbs. The road, waters and green belts will form a grid of ecological green space system in both the downtown and surrounding regions.

More urban gardens and green space will be built along the existing green space along the Yiwu River and the green belt on Chengxi Road. In the short term, Yiwu City will focus on developing the History View Scenic Area, Southern Bank Ecological Garden and Liming Lake Scenic Area.

2. Build the riverside-styled urban ecological landscape system considering the characteristics of hills and basin.

a. The modern, efficient, clean and cultural image of the downtown

b. Chouzhou Road and Jiangbin Road will form the central axis of Yiwu

c. Futian downtown will be the artistic axis of Yiwu

d. The city-to-airport road will be the landscape axis at the city entrance

e. Jingfa Road will be the axis of industrial scenery

f. The natural & ecological axis consists of the green belts along the Yiwu River as the natural landscape axis, and the ecological reservation in 50 to 100-meter range along the River.

g. The landscape park axis of famous figures along Chengzhong Road, composed of Xuefeng Park, Zongze Park, Binwang Park, and Xiazici Park.

h. Xiahuo-zhai Avenue: the avenue with featured green space and garden landscapes along it.

X. Plan of water resources and water supply

1. Water source: the Badu Reservoir Cluster composed of Badu Reservoir, Qiaoxi Reservoir and Dongtang Reservoir; Baifeng Reservoir, Yankou Reservoir; the water project at Hengjin Reservoir in Dongyang; Fengkeng Reservoir, Changyan Reservoir; Weixing Reservoir; in medium and long term, Jinhua River and Puyang River will help provide water supply for Yiwu.

2. Plan of water-supply pipeline grid

The water supply system supplies different water for households and industrial use. The municipal facilities pipelines are laid along the urban roads and connected to the existing pipelines to form the life water pipeline system in a circular shape. The pipelines for industrial water use are strictly separated from the household water supply pipelines.

X. Plan of drainage system

The drainage system consists of the systems for rainfalls and sewage.

The rainfalls are collected by the underground pipes which drain the rainfalls into the rivers. The sewage is collected by the separate sewage pipelines and drained to the sewage treatment plant. After processed in the sewage treatment plant, the sewage will be piped into Yiwu River or Dachen River. It is planned that 2 sewage treatment plants will be built in Yiwu urban area.

 

XI. Power grid plan

(1) By improving the 10kv power network in the city, the ring power supply grid will be formed in the city.

(2) The suspended power wires above 220 kv must all be placed beyond the planned urban area and should not run across the planned area.

XII. Gas plan

In the short term, LPG will be used in downtown. At the same time, the City will prepare to shift from the focus on LPG to the natural future, which will be the medium and long-term gas source of the City. At that time, LPG will the supplementary source of gas.

XIII. Plan of tourism development

Yiwu will be built into a shopping city of trade and commerce featured by well-developed economy, fascinating environment and excellent infrastructure. Our aim is to list Yiwu as an outstanding tourism destination in China.

 

The tourism development in Yiwu will focus on commerce city tourism, culture with famous figures and natural landscapes.
